Martyn's Law for Hospitality & Leisure

05/11/2026 11:31:00

What Is Martyn's Law?

Martyn's Law, formally the Terrorism (Protection of Premises) Act 2025, is expected to come into force from Spring 2027. The legislation will introduce new responsibilities for many publicly accessible hospitality and leisure venues, requiring them to assess terrorism-related risks and implement proportionate preparedness measures.

Who Could Be Affected?

Hotels, pubs, bars, restaurants, casinos, cinemas, theatres, visitor attractions, holiday parks and entertainment venues may fall within scope depending on their size and capacity.

Key Thresholds

Premises with an expected capacity of 200-799 people are generally categorised within the Standard Tier, while those accommodating 800+ people fall within the Enhanced Tier and may be subject to additional requirements.

What Should Businesses Do Now?

Businesses should begin assessing capacity levels, reviewing emergency procedures, evaluating existing security arrangements and considering future compliance requirements.
